A message from the Ambassador of Vietnam on the 35th anniversary of the Liberation and the reunifacation of Vietnam.

June 30, 2010

Thirty-five years ago, on April 30, 1975, the historic Ho Chi Minh Operation came to a successful end, opening a new era in the history of Vietnam, the era of peace, reunification, national construction and economic development.

Since those past 35 years, particularly since the renovation ‘Doi Moi’ process was introduced in 1986, Vietnam has consistently implemented a policy of openness, multi-lateralization and diversification of international relations. As a result, external relations have constantly broadened and international economic integration has been effectively deepened. Vietnam has strengthened friendly relations and multi-faceted cooperation with all powers, neighboring countries and nations around the world. Now it enjoys diplomatic relations with more than 170 countries worldwide. After exerting tireless efforts, Vietnam officially joined the WTO in 2006, successfully held a non-permanent seat at the UN Security Council in 2008-2009 and currently holds the presidency of ASEAN.

Vietnam and the United States of America normalized their diplomatic relations in 1995 and are now working closely to prepare for the upcoming 15th anniversary of the establishment of their diplomatic relations. Vietnam-US relationship over the past 15 years has been one that realized bilateral ties in which the most rapid and practical devel-opments were witnessed. The United States of America is now one of the biggest investors and trading partners with Vietnam.

Vietnam is now deeply engaged with regional and global economies. The government is aware of its internal strength as an important condition to its successful integration into the global economy. Our strategy for sustainable development with growth quality, human resources development, a civilized society and environmental protection being at its core, has been devised and translated into concrete action plans.

Vietnam, rising from its origins as a food importing country, is now the second largest exporter of rice in the world. Vietnam also exports a lot of other commodities of well-known brands. The economy attained a high growth rate in the late 20th century and the early years of the 21st century.

On foreign trade and international economic integration, the policy of openness and industrialization has opened up new opportunities for Vietnam to make full use of its inherent comparative advantages, i.e. vast natural resources, and an abundant and inex-pensive young workforce.

On Foreign Direct Investment, Vietnam has drawn increasing inflows of FDI. From a negligible figure in 1986, FDI into Vietnam reached $3.2 billion in 1997. Due to the negative impacts of the 1997 Asian financial crisis, the FDI flow then saw a significant drop dur¬ing 1998-2000, raking in only $1.58 billion in 1999. Vietnam enjoyed a recovery of FDI, from $2.6 billion in 2001 to $67 billion in 2008 and $19 billion in 2009.

Thanks to the implementation of the “Comprehensive Poverty Reduction and Growth Strategy” approved by the government in May 2002 on the basis of the 2001-2010 Social and Economic Develop¬ment Strategy, poverty (according to national poverty line) has been cut from 58.1 percent in 1993 to 14.82 in 2007, making Vietnam one of the first countries to fulfill the MDG in poverty reduction. Vietnam, from a food importing country, has now become the second largest rice exporter in the world.

Vietnam and Kuwait Relations: Vietnam and Kuwait have enjoyed good relations since a long time. The two countries established diplomatic relations on Jan. 1, 1976. In fact, Kuwait was one of the first countries in the Middle East to establish diplomatic relations with Vietnam. The reciprocal relationship between our two countries has been continuously broadened and deepened in so many varied areas and has made great improvements in recent times.

The Kuwaiti Fund for Arab Economic Development (KFAED) started funding a number of development projects in Vietnam since a long time ago. A joint venture contract on the Nghi Son oil refinery and petrochemical project was also signed in Ho Chi Minh City on April 7, 2008, between the Vietnam National Oil and Gas Group (PetroVietnam) and Kuwait Petroleum International with Idemitsu Kosan Co., and Mitsui Chemicals Inc. of Japan. Vietnam exports a number of products to Kuwait, including garments and textiles, seafood, hardwood, computer and electronic appliances, vegetables, pepper, footwear and chinaware. It imports oil, urine fertilizer, plastic material, textiles, chemical products, leather materials and accessories.

On this very significant Day of Vietnam, I wish that the cooperative relationship existing between Vietnam and Kuwait will further develop and additionally promote sustainable development and prosperity between our two countries.
